Effective June 12, 2026, Rosselkhoznadzor (the Russian Federal Service for Veterinary and Phytosanitary Surveillance) is restricting the import into the Russian Federation of all quarantined products originating from or shipped from Armenia, as well as their transit through Russia to Eurasian Economic Union (EAEU) member states, as noted in the agency's statement.
According to the source, the ban will remain in effect until a specific framework is developed to ensure the safety and traceability of shipped goods. The decision was prompted by the systematic detection of quarantine pests. Since May of this year, the watchdog has gradually restricted the import of specific types of Armenian quarantined products and has repeatedly issued warnings to the Armenian side regarding supply violations.
Nevertheless, detections of quarantine pests have persisted. In June, three cases of Khapra beetle infestation were identified in shipments of nuts, dried peaches, and dried tomatoes arriving from Armenia. "This indicates insufficient oversight by the authorized body of Armenia and undermines confidence in the phytosanitary certification system. The inefficiency of the Armenian plant quarantine and protection service threatens the phytosanitary safety of Russia and the EAEU," the statement reads.
