
ArmInfo.At its June 4 meeting, the RA Government recognized a number of structures on the road connecting Isakov and Arshakunyats Avenues as being of priority public interest.
The rationale for the draft decision notes that Yerevan's master plan provides for the construction of a road connecting Isakov and Arshakunyats Avenues. In 2014, Yerevan Municipality completed the construction of Monte Melkonyan Street and commissioned it (Isakov - Leningradyan Road).
The logical continuation of this street is the Isakov-Arshakunyats road section, which is an extension of the highway built along Leningradyan Street and Admiral Isakov Avenue. Passing through the planned Noragyugh project area and across the Hrazdan River, it will connect with Arshakunyats Avenue. The Isakov Avenue interchange is also planned for completion, providing all traffic connections. The continuity of the two highway sections is one of the transit solutions for relieving traffic congestion in the capital's center, connecting three administrative districts of Yerevan and absorbing large traffic flows.
On November 27, 2023, a loan agreement was signed between the Republic of Armenia and the Asian Development Bank for the construction of this road section. $85.67 million was allocated for the project, $20.5 million of which was state funding. The project implementation period stipulated in the agreement is four years, with a completion date of March 30, 2028. The project is being implemented by the Yerevan Municipality's Department for the Implementation of Investment and Construction Programs (DEP) non- profit public organization.
The design and estimate documentation for the project are ready, and a construction permit has been obtained. The project includes the construction of the necessary extensions to the existing interchange on Isakov Avenue, providing access to the Noragyugh district, and a 269-meter-long reinforced concrete bridge over the Hrazdan River. A junction with a tunnel and roundabout will be built on Arshakunyats Avenue. The length of the main road is 1.86 km (6.57 km with access roads). The road is primarily a 6-lane (3x3) road, with a visible width of 24.5 meters.
Tendering processes for construction work and design and technical supervision consulting were conducted under the loan program. The international tender for construction work has been completed, and a contract with the winning company has been signed. A contract for technical supervision services has also been signed. Construction is expected to commence in June-July 2026, making these tendering processes critical.
On August 11, 2023, the government adopted a resolution recognizing the priority public interest of real estate located on the Admiral Isakov-Arshakunyants road section in Yerevan, which includes 21 properties owned by six legal entities. The alienation of the property of these entities is being carried out in accordance with the procedure established by the legislation of the Republic of Armenia. However, in addition to this process, a database review and on-site alienation procedures revealed the existence of four properties not included in the aforementioned decision, which are subject to alienation.
