Health Minister: Universal healthcare system maintains fiscal balance  between costs and premiums for Q1

ArmInfo. On April 10, the RA National Assembly Committee on Healthcare held working discussions on the topic of "100 Days of  Universal Health Insurance System."

In his speech, Committee Chairperson Vanik Ohanyan emphasized the  importance of implementing the system, noting its historical  significance and necessity in the context of significantly improving  the population's quality of life.

RA Minister of Health Anahit Avanesyan presented data to the  parliament for the first three months since the implementation of the  universal health insurance system. The Law on Universal Health  Insurance entered into force on December 25, 2025, setting the staged  implementation of the universal health insurance system in Armenia to  begin on January 1, 2026. According to Anahit Avanesyan, based on  quarterly data, 1,700,000 citizens are beneficiaries of the universal  health insurance system. "According to our forecasts, we should have  had around 1,600,000 citizens. In reality, the number is higher, and  this is due to several circumstances. I am pleased to note that we  are transitioning from people earning up to 200,000 drams to people  earning over 200,000. And this number is in the tens of thousands,"  Anahit Avanesyan clarified.

According to the minister, 614,226 beneficiaries have already  received various services within the system.  The majority of them  are over 65 years old. Of the citizens who used these medical  services, 67,979 received them for the first time under the state  order. The minister clarified that this number only applies to March.  In February, it was 42,000, and in January, 16,000. 68,000 citizens  underwent surgeries, and the number of outpatient examinations  totaled 1,386,000. The number of prescriptions issued amounted to  458,000.

The universal health insurance system includes 2,400 services, which  will be updated based on the data received. No drastic changes are  planned. Fifty-eight percent of those served by the system are women,  42 percent are men. Of the 646,000 child beneficiaries (ages 0-18),  28 percent used the system's services.

"I would like to emphasize that our actuarial calculations for these  three months show that they were accurate, and at the end of the  quarter, we are balanced in terms of expenses and premiums. This is  also one of the most important news and facts," Anahit Avanesyan  emphasized, adding that today there are no longer any waiting lists  in the hospital system, and citizens can receive the necessary  service within 2-3 weeks.
