Armenia to get 143 million euros from EU 

ArmInfo. The European Union will provide Armenia with 143 million euros in financial assistance.  On March 12, the Armenian government approved the Multi-Sector Budget Support Agreement funding agreement with the European Commission. 

As stated in the explanatory note to the document, in July 2025, that  in July 2025, the European Commission approved a multi-annual action  plan for the EU financial assistance for Armenia under the Resilience  and Growth Plan for the fiscal years 2025-2027 worth 143 million  euros, consisting of two components: budget support and technical  assistance, worth 90 million euros and 53 million euros,  respectively. The budget support areas are:  public financial  management and internal control,  export diversification,  visa  liberalization and rule of law dialogue, as well as employment,  skills, and social inclusion.

Operation priorities include bringing Armenia closer to the EU,  promoting a sustainable and inclusive society, and investing in  infrastructure and business development. "As part of the budget  support, Armenia has committed to implementing 34 measures, including  the introduction of a biometric identification system, universal  health insurance and the continued implementation  of the housing  program for Nagorno- Karabakh refugees," the document states. The  program envisages providing Armenia with 90 million euros in budget  support and 53 million euros in technical assistance.

It is noted that the signing of the Agreement is conditioned by the  commitments undertaken by the Armenian government within the  framework of the 2021-2026 program, according to which "Armenia will  continue its bilateral and multilateral cooperation with the European  Union and EU Member States based on the Comprehensive and Enhanced  Partnership Agreement (CEPA) and other jointly signed documents."

The Agreement is also a result of the 2024 Brussels Summit. The  package of measures totaling 270 million euros was announced by the  EU during a high-level trilateral meeting on April 5 and is also  intended to support the new partnership agenda between Armenia and  the EU.
