ArmInfo. The Armenian government will allocate 3.5 billion drams to ensure the subsidization of contributions paid into the universal health insurance system. The decision was made at a government meeting on September 17.
The justification for the draft notes that the current situation requires the implementation of a number of measures that will ensure the subsidization of insurance contributions to provide compensation for services rendered to medical organizations within the universal health insurance system. Earlier, AMD 1 billion was allocated to the Ministry of Health for these purposes, providing for the subsidization of AMD 6,000 in monthly insurance contributions for 166,667 workers. However, as a result of the redistribution carried out by a government decision dated June 18, 2026, the amount increased by AMD 5,548.8 million, covering 93% of the amount subject to subsidization of insurance contributions for workers for the first half of the current year.
In January-July 2026, the state-subsidized portion of insurance contributions for workers amounted to AMD 8,516.7 billion. Currently, the debt for the nine-month proportion amounts to AMD 3.5 billion, which is being addressed by today’s government decision.
Armenia’s universal health insurance system is being introduced in stages over three years, starting in January 2026. At the first stage, children under 18 and persons aged 65 and over are being included in the compulsory insurance system. Full population coverage is planned to be achieved over three years. In 2026, the cost of the basic insurance policy is AMD 129,600 per year (about AMD 10,800 per month). Part of the amount is compensated by the state. Persons with a monthly income exceeding AMD 200,000 pay for the insurance themselves. The Universal Health Insurance Fund has been established to manage the system.
