Malta-based Random Systems International LLC to regulate gambling  activities in Armenia

ArmInfo. A company created specifically for this purpose, "Gaming Analysis and Monitoring System," founded by the Maltese company "Random Systems International LLC," will regulate gambling activities.

As Eduard Hakobyan, Chairman of the State Revenue Committee of the  Republic of Armenia, noted at a government meeting on August 6, a  tender was held in accordance with the requirements of the republic's  legislation to identify a gambling operator, in which three companies  participated. The winner was Random Systems International LLC, which  also operates in neighboring Georgia. The winner, in turn,  established the company "Gaming Analysis and Monitoring System" in  Armenia, with which the head of the State Revenue Committee must now  conclude an agreement with the operator within 10 days. The new  company will be tasked with electronically monitoring bets,  restricting the participation of vulnerable groups, civil servants,  and community employees, and establishing fair rules. The agreement  with the operator will be valid for 15 years. In turn, the winning  company is obligated to implement a digital monitoring system within  six months.

As a reminder, on August 14, 2025, the government approved the  procedure for holding a tender to select a gambling operator,  participating in the operator selection process as a consortium,  concluding an agreement with the operator, and determining grounds  for invalidating the tender. This procedure will be in effect for a  15-year term. Until now, the current system lacked a clear and  comprehensive procedure to ensure a transparent, competitive, and  non-discriminatory organization of the operator selection process, as  well as predictability of the requirements and evaluation criteria  for applicants. Now, however, a number of important issues are being  addressed: the legality and transparency of the operator selection  process are being ensured, clear criteria for the qualification and  evaluation of proposals are being established, and a mechanism for  excluding interested parties from participation and participation as  a consortium is being introduced. Furthermore, the decision provides  for clear cases for invalidating a tender, thus preventing artificial  delays in the tender process and ensuring normal industry governance.  The procedure for concluding an agreement with the winner of the  tender is also being established. It is noted that the purpose of the  regulation is to establish clear and legal regulations for the  organization and conduct of competitions for the selection of  gambling regulatory operators, including cases of consortium  participation and the recognition of the competition as invalid,  which creates the basis for the implementation of full state control  over gambling activities.

The operator must be selected through an open competition, which is a  two-stage process consisting of a qualification request and a request  for proposals.

The draft establishes the procedure for each of these stages, the  eligibility requirements for applicants, and the list of documents  and certificates to be submitted by applicants to the commission. The  minimum deadlines for submitting applications for the qualification  selection and the request for proposals are set at 40 and 60 days,  respectively. The draft also defines the requirements for the  technical proposal and financial proposal submitted by applicants who  have passed the request for proposals (qualified applicants),  including the technical proposal criteria:

1. Business plan,

2. Information system (software), and

3. Physical infrastructure) and the subcriteria for each, as well as  the weight and assessment assigned to each. The weight and assessment  of the financial proposal are also defined. The draft also stipulates  that the initial selection of the gambling regulatory operator will  be conducted using the selection evaluation method based on quality  and cost.
