AMD 5.548bln to be allocated to subsidize insurance premiums for  employees in universal health insurance system

ArmInfo.  5.548 billion drams will be allocated to subsidize insurance premiums for employees in the universal health insurance system. The decision to this effect was made at the Armenian government meeting on June 18.

The rationale for the draft resolution notes that the funds will be  allocated through the reallocation of budgetary resources. In the  2026 state budget, 1 billion drams was allocated to the Ministry of  Health of the Republic of Armenia, which was intended for only one  month, and an additional 11.5 billion drams were reserved as a  priority for the 2026 period for approximately 160,615 employees  receiving insurance premium subsidies. Given that these funds have  not yet been allocated, this draft provides for a redistribution of  5.548 billion drams.

The number of subsidy recipients for January-May 2026 was as follows:  146,113 in January, 145,573 in February, 174,555 in March, 188,216 in  April, 199,422 in May, and 237,590 in June. The total funding amount  is 6.548 billion drams, but given that 1 billion drams have already  been allocated, 5.548 billion drams are needed. The funds will be  transferred to the treasury account of the Universal Health Insurance  Fund at a rate of 6,000 drams per subsidy recipient. Adoption of the  draft will ensure the smooth flow of the financial resource  distribution process for universal health insurance.

In Armenia, the phased implementation of a universal health insurance  system began in 2026. The basic cost of a policy is 129,600 drams per  year (10,800 drams per month). In the first phase, children,  pensioners, and socially vulnerable groups will be included in the  system, with coverage paid by the state.

Citizens whose monthly income exceeds 200,000 drams pay for their own  health insurance. Depending on the category of citizen, a portion of  this cost may be offset by state subsidies. [The Universal Health  Insurance Fund of Armenia has signed memorandums of cooperation with  all leading insurance companies in the country, allowing citizens to  choose a suitable provider for their service.]
