
ArmInfo.In 2025, the "Zinap" National Military Insurance Fund recorded the largest positive surplus between its income and expenditures in the organization's history. Karine Sargsyan, CEO of "Zinap," announced this during an annual press conference while presenting the fund's activity report and financial results.
As reported to ArmInfo by the fund's press service, Zinap's activity results for 2025, key indicators for the first quarter of 2026, strategic priorities, and current legislative initiatives were presented today. According to Sargsyan, by the end of 2025, the fund had paid compensation to 5,510 beneficiaries, and the total amount of payments since the fund's inception exceeded 106 billion drams. "In 2025, support was provided for 28 cases, compared to 284 cases in 2024. According to financial results, the fund's total income in 2025 amounted to approximately 62 billion drams, an increase of 13%, while expenses decreased by 10%, amounting to approximately 20 billion drams. As a result, this represents the largest positive difference between income and expenses in the fund's history," the fund's CEO stated.
Sargsyan also highlighted the progress achieved in asset management. According to her, asset management income in 2025 amounted to approximately 13 billion drams, a 35% increase compared to the previous year and testifies to the fund's continued strengthening of its financial stability. Addressing the results of the first quarter of 2026, she noted that, as a result of structural changes to mandatory excise taxes, the fund's revenue amounted to 11.4 billion drams. She also assured that these changes had no impact on the fulfillment of obligations to beneficiaries; all payments continue in full and without interruption.
"In Q1 2026, asset management revenue amounted to approximately 3.7 billion drams, a 29% increase compared to the same period last year. Zinap currently manages assets worth over 156 billion drams, which is an important guarantee of the fund's long-term financial stability," Sargsyan said.
In turn, Irina Seylanyan, Chairperson of Zinap's Board of Trustees, presented the fund's strategic priorities and the legislative work being carried out in cooperation with state agencies. She reported that a draft law proposing amendments to the funding procedures for cases that occurred between 2008 and 2016 has been submitted for public discussion. "If the bill is adopted, payments to beneficiaries during this period will be fully covered by the fund, preserving all rights and guarantees established by law," she clarified,
Seylanyan also spoke about the work being carried out jointly with the Universal Health Insurance Fund and the Ministry of Health of Armenia. According to her, this work is aimed at including Zinap beneficiaries in the mandatory health insurance system. She also presented the social programs adopted by the Board of Trustees, including expanded support for families caring for children with disabilities, additional assistance for families with newborns, and programs to finance support measures for military personnel with disabilities.
