
ArmInfo. The universal health insurance system will become irreversible. This was stated by RA Minister of Health Anahit Avanesyan during a session of the National Assembly on June 16.
According to her, it will be expanded gradually. Thus, in 2027, the system will include citizens with salaries of up to 200,000 drams, as well as employees of civil service agencies and taxi services. In practice, as Anahit Avanesyan noted, by 2028 all groups of citizens covered by the universal health insurance system will be consolidated. Thus, starting January 1, 2028, the system will become mandatory for everyone. "It will include everyone, but not everyone, and will be aimed at addressing all issues related to the public health of Armenian citizens," the minister said.
She acknowledged that not all illnesses are treatable under the new system, but one thing is certain: if citizens have health problems, the state will find solutions through state procurement. The system, which began implementation on January 1, 2028, has seen an upward trend in the number of people willing to be vaccinated.
As a reminder, Armenia is gradually introducing a universal compulsory health insurance system. The reform began on January 1, 2026, and is designed to cover the entire population over three years. The first stage began in 2026. It provides for 100% state subsidies for socially vulnerable groups-children under 18, pensioners (aged 65 and over), and citizens with disabilities. The transition will be gradually extended to other categories of citizens, including employees and the self-employed, with the transition planned to be completed by 2027. Citizens with a monthly income of over 200,000 drams will pay for their own insurance. The annual premium per person for the basic package is estimated at approximately 164,400 drams, and the amount of the payment depends on the insured's income. All insurance companies operating in the country are involved in implementing the program. The state operator is the Military Insurance Fund and a number of authorized partner organizations.
