
ArmInfo.Armenia and Azerbaijan are among the top 10 countries with the highest military spending as a percentage of gross domestic product (GDP), according to a report by the Stockholm International Peace Research Institute (SIPRI).
According to the report, Ukraine ranks first with 40%, Algeria second with 8.8%, Israel third with 7.8%, Russia 7.5%, Saudi Arabia 6.5%, Azerbaijan 6.5%, Armenia 6.1%, Oman 5.7%, Kuwait 4.7%, and Jordan 4.6%. It is also emphasized that in 2025, the largest annual increase in the military budget burden was observed in Ukraine (+5.6 percentage points), followed by Azerbaijan (+1.4), and then Norway and Denmark (both +1.0).
At the same time, it is emphasized that world military expenditure rose by 2.9% in real terms and reached $2,887 billion in 2025, marking the 11th consecutive year of growth. Global spending has gone up by 41 per cent over the past decade (2016–25). The year-on-year increase in 2025 was considerably smaller than the 9.7 per cent rise recorded in 2024 and marked the lowest annual rate of growth since 2021. The world's military burden—the share of global gross domestic product (GDP) devoted to military expenditure—went up from 2.4 per cent in 2024 to 2.5 per cent in 2025. The global average military expenditure as a share of government expenditure was 6.9 per cent in 2025, compared with 7.0 per cent in 2024, and world spending per person stood at $352 in 2025
