The annual discussion of the European Investment Bank (EIB) public sector programs in Armenia was co-chaired by Edgar Mkrtchyan, Deputy Minister of Finance of the Republic of Armenia; Karen Nazaryan, Advisor to the Deputy Prime Minister of the Republic of Armenia; and Matteo Rivelini, Head of the Investment Group at the EU's Enlargement and Neighborhood Department.
The meeting was also attended by Ambassador Vassilis Maragos, Head of the European Union Delegation to Armenia, and representatives of Armenian and EIB agencies.
According to the Ministry of Finance's press service, the agenda included sectors of strategic importance to Armenia, from transport infrastructure to energy efficiency and water management. The meeting concluded with a review of progress achieved in initiatives implemented in cooperation with the EIB, with a particular focus on the timely achievement of the 2026 targets.
During the meeting, the Armenian side expressed its desire and clear hope for the full participation of the EIB, as the leading and green bank of the European Union, in programs implemented in Armenia. The Armenian side also added that this would significantly complement Armenia's efforts to implement EU best practices in local and regional transport infrastructure and other infrastructure projects, with the aim of promoting sustainable development and enhancing resilience in areas of long-term importance.
Following the discussion, the parties signed a Memorandum of Understanding on advisory services for the preparation of the water supply component, which is a key component of the implementation of the Armenia - Sustainable Syunik Facility financing agreement signed with the EIB on 16 July 2025.
It is worth noting that the European Investment Bank is a key partner for Armenia, investing in major infrastructure projects and supporting the private sector. Key areas include road modernization, SME development, green economy and energy, with total investment volumes increasing significantly in 2025, creating jobs and reducing foreign exchange risks for businesses. Specifically, the Bank allocated €236 million for the construction of the key 60-kilometer Sisian-Kajaran highway (part of the North-South Corridor). The project includes 27 bridges and 8 tunnels, with completion scheduled for 2033. The Bank also allocated €50 million for the development of the Syunik region. In December 2025, the EIB and Ardshinbank launched a €100 million program to support small businesses. Credit lines of €70 million have also been opened through the Central Bank of Armenia to improve access to finance. The EIB provided €50 million for the development of energy infrastructure.
