ArmInfo. Parallel imports, which allow goods to be imported into Russia without the copyright holder's consent, are proposed to be made a permanent mechanism.
The Russian Ministry of Economic Development proposed this, the government announced following a strategic session on the development of intellectual property through 2036.
"Russia has a temporary international exhaustion of rights regime, under which any importer can import original goods. These rules apply to a limited list of important goods. The Ministry of Economic Development proposes considering making this temporary measure permanent in the post-sanctions period," the statement reads.
The parallel import mechanism was introduced in 2022 and has been extended annually since then. The list of goods eligible for import without the copyright holder's consent is approved by the Russian Ministry of Industry and Trade.
